The first painter to receive a scholarship from the Quebec government, he left for France in 1926. He apprenticed with the painter Lucien Simon and attended the École nationale supérieure des beaux-arts in Paris until 1930.

Pellan worked in the French capital until 1940. He rubbed shoulders with the most important artists of the time and free academies such as the Grande Chaumière and Colarossi. Inspired by Vincent van Gogh and the fauves, the cubists Pablo Picasso and Georges Braque as well as by the surrealists, the artist develops from these influences a unique and innovative style. In 1935, he won first prize at the Salon de l'art mural in Paris, which earned him the recognition of his peers. He worked, among others, for the seamstress Elsa Schiaparelli and took part in an exhibition in Washington, alongside Pablo Picasso, André Derain, Raoul Dufy and Salvador Dalí.
